I don't know where you read this, if you read my previous few posts, you'll see I have already explained this and this is true.
And as mentioned earlier also. - play big Hi-Lo or purchase lottery tickets to save percentage.

You get rates when you have above 30.000 satoshis on your account :)

I don't know what to say about it.It is good if you read their FAQ,maybe it is mentioned there something about it.I just checked my site,and now I can earn 23 satoshis per claim.

in fact now the base claim is 59 satoshi per claim ,so you are far below the basic claim rate. I don't know if I deposit 50 dollars there ,I will keep the basic claim rate forever ?

There were periods when it was possible for me to claim high above average amount of satoshis but in that period I was playing hi-lo games a lot,maybe that was the reason that the site has offered higher amount of satoshis per claim.
