I am not involved into this as I am not a Russian. You need some Russia - based conditions on the registration page, and I don't meet them. So I think, this is valid only for Russian citizens, not for all world...

Yes, but I don't like Facebook, VK or similar sites, so I am not able to register there... Too much controlling my privacy, it's nothing for me. I like freedom, and not to be watched by some third-party companies. They will sell your personal data to unknown subjects...
