What are some of the design rules I need to consider when it comes to designing a logo, or a banner on the computer? Does anyone here any advice that they can give? Thank you.
 
1. Always create your stuff based on customer' specifications such as size ,format , color based , theme. If specifications are not given, only a personal website link then you have to explore the website to imagine a concept and colors . If banner sizes are not specified then you need to know what are the most used sizes for banners. They are 468x60,728x90,300x250 and sometimes 120x600 .
2. Logos are usually in png and banners in gif (if animated) or in jpg (if static)
3. Never use a simple color on logos which is the same with the background of the websites where needs to be displayed. That logo with that color or parts of it will become invisible for the human eye when visiting the website. If you need to use such color then apply effects such as shadow,stroke, gradient to define it (this rule applies to logos)
4. If you are a beginner or can't use a graphic vector based program then you have to combine shapes in order to get your final shape by merging,cutting,etc. And never copy an entire logo as it is from internet to use or to sell, because sooner or later someone will find it and copyright problems will issue. Be creative .
5. If someone is a potential customer and wants to see a sample logo or a banner to purchase it (not on freelancer websites), i suggest that don't use a watermark text because it can be removed by someone with graphical skills, but if you present a ready logo/banner as a sample use instead a lower opacity , this is more difficult to redo colors/opacity/effects back by re-coloring even for advanced designers.

At first need to set mind what kind of logo should I design text or shape or both then have some concept from the google and it will help you to get concept and design something unique n better.

Interesting suggestions specially item number five. This gives me an idea on creating a new way of "watermarking" my works.
It's quite true though that anyone with good photo-editing skills could effectively remove a watermark.
 
Thank you *******. i have photoshop. i love to design when i am bored. i will consider these rules when i design logos and banners.
 
Depending the purpose of the logo.. Is the logo gonna be for a client of yours or is it gonna be for you ? If its for a client then half of the rules are provided by him.. colors , size and other stuff. You just have to step up as a designer and tell him what is right and wrong and then make the best for him . If its for you then the most important rule is to make precise cuts and make sure u have good knowledge of the "Pen Tool" so you can make good paths. You should also give Illustrator a try because the paths look much better than Photoshop.
 
I look at complete website, first thing is: must be responsive design. Mobile and desktop users are same important except when you have some micro - niche site.
