If you have a good or original content, you can replace to destination url with the one provided by url shortener, forcing user to watch ads for some seconds before redirecting to the intended url.

No the url shortener - like its name - will "shorten" and replace your destination url with their own. And yes you will get paid based on how many visitors clicks on your link.
