I want to ask all of you either css is better or bootstrap if we want to make our website responsive?

If the website has complex design requirements,bootstrap will not help.But if is a simple page with some common elements Bootstrap is enough.

I'll say css, they serve different purposes and one isn't better than the other which means they can be used together, if you can work with CSS and you're good with it from scratch then it's a good choice for custom designs and if you want a responsive website and want it done quickly then bootstrap can save you time and effort.
