If the website has complex design requirements,bootstrap will not help.But if is a simple page with some common elements Bootstrap is enough.
 
Either way, you need CSS. Bootstrap is simply a framework that has predefined CSS, 'settings', to put it simply. If you use bootstrap, you also have to either download or link to their CSS file. That being said, Bootstrap is one of the most comprehensive frameworks for responsive wen design. In fact, it is the entire reason it even exists.

So to answer your question, if you have a web developer/designer who is familiar with bootstrap, use it. If not, then have them use what they do have. I'll say css, they serve different purposes and one isn't better than the other which means they can be used together, if you can work with CSS and you're good with it from scratch then it's a good choice for custom designs and if you want a responsive website and want it done quickly then bootstrap can save you time and effort.
 
I will recommend tailwind css for building responsive websites. It is promising and has many features to quick build a responsive website prototype.
