If the website has complex design requirements,bootstrap will not help.But if is a simple page with some common elements Bootstrap is enough.

Either way, you need CSS. Bootstrap is simply a framework that has predefined CSS, 'settings', to put it simply. If you use bootstrap, you also have to either download or link to their CSS file. That being said, Bootstrap is one of the most comprehensive frameworks for responsive wen design. In fact, it is the entire reason it even exists.

Again, it is nothing more than a framework. It does not do anything special or introduce anything that you cannot achieve using your own custom CSS. So to answer your question, if you have a web developer/designer who is familiar with bootstrap, use it. If not, then have them use what they do have. And yes, they will have something if they are in web design.

Try CSS.
Bootstrap is like a baby that doesn't grow much. Don't limit yourself now because you will grow up as the time demands, without the limitations.
CSS is giving you more.

CSS will be needed always whatever the way is. Bootstrap, Skeleton, LESS - these are mobile compatible CSS responsive frameworks. I will suggest to use bootstrap or skeleton unless one is very smart and professional to make own style responsive with CSS only.
