Who offers the cheapest web hosting?

I'm having this school project and can't afford an expensive web hosting monthly plans. I'm looking for pay couple bucks for a year of web hosting, resources needed are very very low.

As I previously mentioned Hawkhost seems to be better because they have better technical staff to take care of the issues. And they are much better than bluehost and hostgator in terms of speed and uptime. Most of the hostgator and bluehost users face the downtime issues every now and then. I also think that too much cheap is bad for your overall web strategy.

my take on getting the cheapest shared webhosting one can afford, it goes to say, you get what it pay for, it might be the cheapest but you might have the worst experience with it, so put your money where your mouth is and start considering paying high on domains and webhosting for these are assets online that will generate you income 24/7 isn't that a good business investment in years to come?
