I am from India and here there are many restrictions regarding the usage of PayPal. Like you cannot spend any money deposited on your account, it will immediately be withdrawn to your bank account etc.
So can i open an account in another country with lax requirements? I don't wanna withdraw to any bank account just want to spend the money shopping online.
 
I don't think you can open one from another country. However, I believe Payza works okay for people in India from what I've heard. I could be wrong, though. It might be worth checking it out anyway.
 
I don't believe you can. Paypal is very restrictive regarding breaking of their rules and you can get in trouble by trying to bypass those rules.
 
You may be able to access Paypal of a different country using VPN but you will not be able to verify it, since for that you will require identity documents of that country and generally you won't have it. I know the restrictions on Paypal are too many but they are in place to stop people from large scale tax evasion of money they earn online. It is in the end good for the country so you have to bear with it.
 
You can't do that. Paypal is pretty strict about their policies and if they find out that you'd be tricking your way to success, they'd close your account in a blink of an eye. You can always try to find other services that are like Paypal that are open for your country though. I don't personally know what those would be called but if you Google around a bit you can find something.
 
Paypal can be a bit funny when it comes to that sort of thing. Why would you want to open an account in another country? It's not as if you are going to get a better or worse service because of it.

You can actually open paypal in another country and use your paypal account without any problem. I have done this and believe me I never have had any problem. The only problem is, you cannot verify your account. If paypal finds out and blocks your account, you can write to them stating your reasons and your problem will be solved.
 
If you have any close friends or family members who are living outside of India, my recommendation would be to ask them to open an account for you. As you're only going to use it for your online shopping, this would make sense as you won't need to have to link it to your bank to go shopping. Instead, you can spend with the funds you have on PayPal.
 
Yes, I would only like to spend the funds on sites like Ebay and other PayPal friendly sites. I know if PayPal finds out my account will be blocked. But what is the probability of them finding out? And I don't think I will need the documents or a bank account as I am never planning to withdraw to any bank account. Can I still receive and use my funds without a verified PayPal address?

It's possible to open a Paypal account in another country [I have a Canadian Paypal account which is frozen] but should you [like me] be tasked with verifying your identity then you'll lose your money. It isn't worth the risk if you expect a substantial amount of money to be deposited into your Paypal account.
 
I haven't really tried doing this. From what I know, PayPal has pretty strict rules with regards to the validity of the information that you input in their system. So if they find out that your account isn't really from the country you put in, they would need to get documents from you to verify your information. And since you cannot provide the documents, that would lead to your account being closed.

I would suggest looking into these other online payment services:

  • WePay
  • 2CheckOut
  • Skrill
  • ProPay
  • Braintree
These services are more lax than PayPal. See if they work for your country of residence. Some of these even accept payments via PayPal so you can transfer your funds in there to these. Good luck!
 
I'm sure that if the OP looks into it enough, there's a way to get around most rules that PayPal put up, but when they come to withdraw their money and find out they can't, they'll be the first person to complain and start leaving negative reviews.

Don't get me wrong, I like to bend the rules, especially if it works in my favour, but then I understand that its at my own risk. When it comes to money, I wouldn't take those sort of risks though, I work too hard for what I've got to risk it get frozen, never to be seen again.
 
This can be quite risky to do. In fact in my country we don't have the possibility of transferring any funds from PayPal to a bank account. If I want to withdraw some funds then I have to transfer the funds to my credit card and I also have to pay a fee of $5 for this transaction. Since you mentioned that you want to spend some money online you can easily link a credit card to you PayPal account and make any purchases online.

You Can't create a paypal account from another country.
But Some guys usually do it using VPN and generating fake address and name to verify the account

I thought same thing open an account in another country, but when you recieve funds from unknown or hacked accounts, paypal will ask you to verify the documents even on verified account. I would suggest to consult in blackhatforums as they sell reliable accounts.

Although PayPal can change their terms at any stage and we will be in the restriction. When funds will arrive spend them.

Yes you can, but its very risky, 1 wrong moved and your account will be gone or need more verification methods to recover your account.
 
I can see how OP is thinking here. They want to use the paypal account through VPN because their country maynot be available on paypal. And that way they want to bypass the rules. It can work out. But at the end during the bakn transfer this may not eb a good idea. As it requires you to either cashout to some other way or simply spend money online. So better to transfer and send money through other means paypal is not the only one.
 
I think that you can not open it from some other country. But, you can try with some other payment processors for example Advanced Cash or Payeer. Those two processors are good because they have many currencies there and you can order cards from those sites. When you get their card you can pay with them without to transfer money to the bank account.
 
According to past record as far I know you can create account in other country but if your IP address won't match then you have chances to have a limit on your account and if you'll be fail to provide your details then the limit will remain forever and you may lost access to your paypal
