I recently transferred a total of 0.000458799 to my payeer bitcoin address without knowing about the rules that minimum transfer is 0.001 . The customer service is not helping issue at all.
Is there a way to reverse this transaction although the has been confirmed in block chain .

No you can't. Transactions on the Blockchain are irreversible and your coins are gone for sure if you sent them to the wrong address. The only way to avoid this is to pay attention to the min deposit. I've experienced something like this before. I once lost 200 dogecoins when I sent them to my faucethub account without knowing that the min deposit was 250

Yea. That's the fact. I guess I have to learn from this . I was bordered when the money didn't enter that is while I have to delete the wallet out of anger.

Yeah you need to have all the information on minimum deposits , transaction fees etc before using Payeer or perfectmoney. Can I know why you wanted to transfer btc to your payeer account? You can exchange BTC to Payeer instead .

No reversing after deposit that it why you need to read the instructions on all sites before using them to avoid issues. Next time be more careful to avoid another loss​

No the cryptocurrency transaction , may it be any cryptocurrency cannot be reversed. It is not like Paypal, where you can reverse the transfer if you want to . Once you send the coins , its just gone there to the receivers address.
