Yeah, provided your logo and trade mark is not used and the business name differs there is nothing any one can do about that. Survival of competitors in business is what makes your brand name last in the market.if they are phishing site, and use your brand visuals, logo, etc. you can report it to their registrar.
For example someone started softelectronics.com and a month later another person started verysoftelectronics.net then is it possible for former person to go legally against verysoftelectronics.net ?
Yeah, it is possible that paypalsucks.com might also be facing the same challenge you faced from PayPal but for the fact the have their legal backing they may see the threats as light as air. Once it is internet I doubt if there are are duplication of domain name or business name, they don't allow their could be similarities though.So it is hard. Firstly, do you have a copyright/trademark on the name? If not, I don't see there is anything you can do.
And then, even if you do, international law is complex - if the name is registered in a different country you might have problems.
Years ago I started a website with the name PAYPAL in the domain name. I got lots of threating emails from Paypal and decided to close the site - but I noticed the site paypalsucks.com remained online - if paypal cannot take down this site then that is clear proof that it is possible to register a domain with someone elses name in it and there is nothing you can do about it.

If they are not harming your brand, I don't think it should be much of a problem to you. Especially if they are trying to impersonate your brand please sue them if you can
Definitely,court cases takes time and money so no need wasting productive time you would have invested in your business or brand on a case that might not be really necessary.yes friend.
