There are huge difference between low traffic and huge traffic.
I'm also would be happy to pay low traffic with high rates because no matter how high the rates is, you just will received a few dollars.

I don't intend to attack, just say the reality.
Not all but some url shortener do this, in the end I thought it was about negotiation between the ad network and publisher.
I have popup ads on my website and my popunder ad network give me a fixed rates.
How did I get the deal ? "Negotiation".
With setup 1 pop / 24h I earn half from what I got from paid shortener, and its only from 1 popunder network.

Check how many pop, banner, notif paid shortener have on their landing page ?
Don't be too easy to accept everything, sometimes the place that you think is best can be the opposite. This is a lesson I learned after working as webmaster for almost 7 years.
Another note: don't forget to add anti adblock script to your website, it can increase your earning up to 20%-30%
