1. xchanger : They are legit and good with the low or medium level funds. I try to avoid high funds into this. They can pay into payza, payoneer and other payment processor. Avoid paypal even if you see the option. Paypal is evil they may block the fund.

2. Paybis. : As suggested earlier. this is another good resource. and they do have the payment to the payoneer option enabled. just watch with their funds pot and then initiate the transfer. Hope that works out for you.

I contacted Paybis and they told me that they dont support any type of payoneer exchanges

Exchange Bitcoin To PayPal, from there you can exchange PayPal to Payoneer. I suggest coin2pal.info, I received payment a couple of hours after sending BTC. To transfer funds to PayPal to Payoneer, you will need to use another online converter, but I'm not sure of a legit one, maybe someone could add to this topic.
 
Paybits and such types of exchanges are helping Bitcoin to Payoneer and other processors. Many exchanging platforms are accepting differnt payment processors; however Payoneer must be used for high transection, or it's fees will be a problem.

Exchanging bitcoin to payeer is an easy job. Just google bestchange.com and you will get a list of sites that exchange bitcoin to payeer or vice versa. The best site is changer.com. The thread is about exchanging bitcoin to payoneer. I think you can try paxful or localbitcoins.
 
I think the only way to exchange bitcoin to payoneer or vice versa is by using the p2p exchanger site known as localbitcoins, its trusted and requires kyc.
 
You can try selling the bitcoin in paxful. I think that you can get someone there who is intrested in buying your bitcoin and sending the money to payoneer. It is great since it is peer to peer exchange.
