Product hunt and angel list are two places that I know. You can also check out some of the startup related forums and the blogs. And make sure to promote your content through those resources. I'd say that submitting your site to those sites would definitely bring some traffic and also creates link to your site.

First of all before submitting your site you should focus on making social network pages of that site. Most of the time these free open directories tend to down rank the site which you submit as they are normally full of spammy links. So, always use a site that has a good score normally check it by using semrush.

I think angellist and the techcrunch maintains good amount of such database. You can also submit to the forums. I'd recommend getting in touch of the writers who write on the startups. And then that would also help the links go viral. Make sure to explain them how the product or service works and that will help them write articles as well.

Without knowing what your start up is about there is no easy way to help you.
Depending on what you are starting you need to find the sites that are focused on the problems your startup company will solve.
For example, if I build a website that helps people make money I would post it on BMF.

Because we dont know what company you have I can give you two tips.

1. Most popular these days is run a kickstarter for your startup. This sounds pretty silly if you already got a company going and already have funds secured but it can help you get the initial social media attention your company needs to grow in customer size.
Simply make a kickstarter showcasing your product and make reward tiers, and give discounts to people who sign up their friends (referrals).
Holding a kickstarter also paves the way to post your product on social media without getting flagged for spam.
Most Kickstarter users are tech savvy and most definitely interested in trying a new product (that is why they are on kickstarter in the first place).
When the kickstarter is over and successfully funded or not you can use your kickstarter to link back to your product page in which people can buy the product at full price.

2. Sweepstakes are even more popular. Give away some products to get potential buyers interested.
Offer monetary rewards to sites related to your niche to post your sweepstake. Make sure that they include a Do-Follow back link to your website.
Free sites that you can use to host sweepstakes are Kingsumo and Gleam.

As start up you are required to get a customer base first and after that you need can bother finding places such as newsoutlets to get more attention to your product.
Without customer base you will find it is extremely difficult to get your site submitted on various sites that list start up companies in your niche.
You dont want the broad "we link to everything" sites because you will never get new customers that way.
These people are simply not interested in making you money.

I couldn't find buffer directory on google. Only buffer I found was social media automation tool

If you want to submit your start up for seo then you should go add into all social media sites related to your topics which you would like to promote.
