Hello,
I have traffics that I don't want to annoy them by any means and yet i want to monetize them.

I need a URL Shorteners with no Pop-Ads and has less Ads, even if they are paying 0.3$ per 1,000 visitors I'll be okay with that.

I used Adfly, they were good as they have option of disable Pop-ads, but the only thing that I found not good is that when a visitor click a link there is that ad of "Allow" or "Deny" notification and when a visitor click "Allow" they comes a lot of pop notification ads (i don't need this).

Any suggestions of best URL Shorteners with no Pop-Ads even if they have low CPM I'll be thankful.

Despite that adfly is still the best and trusted paid URL shorten website. Concerning that issue. Yow will click on setting and navigate to push ad network, there you will disable it. After doing this your visitors will not see the allow or deny pop up notification anymore

Okay. I have used them before but since I'm not good at earning with URL shortening, I only sent few clicks.
Their disadvantage is that they claimed the rate is fixed but indirectly, it's not fixed because your rates will be determined by the revenue they received from clicks.

Yes exactly, their link shortener is kind of full of lies, the earnings are bad because of this

Are you sure about this ??? Getting up to $70 for German traffic is unbelievable, can you please tell me the number of views for that. Maybe it's not the ordinary 1000 views I know ?? for that huge payout.

I think Link1s in the best. It doesn't have any pop up, pop under or push ads. It has only three pages and there are not a lot banner ads. It's Cpm is also good. I think you can see it's review in the shortlink section of this site. This website is really good. So, you should give it a try.

The least annoying shortener i used was adfly.. it's not as bad as the others where every click you do is gonna open an annoying ad which sometimes even lead you to adult site
