Let me be clear and just in case you didn't know, Google Adsense is by far the best advertising network, has over 2 million publishers worldwide and is providing top notch services for over 10 years, the bad news is that people struggle to join this premium ad network and get rejected by Adsense team since most of them apply with a website that don't comply Adsense policies, however there's plenty alternative cpm ad networks we can choose from meanwhile we get accepted by Google Adsense. ;)

Upon your experience and what you've read on other forums and blogs please vote the best cpm advertising networks.

I've read the best CPM advertising network is DoubleClick Ad Exchange by Google not Google AdSense as many think.

What is DoubleClick Ad Exchange by Google?
DoubleClick Ad Exchange connects you to millions of Google AdWords advertisers, plus a worldwide pool of top ad networks, trading desks and DSPs.

Which means increased competition for every impression your site generate and result in making more money from it.

Also you can set min. CPM rates you accept their ads to display, fact that is not posible while using Google AdSense where CPM is made upon advertisers bidding. Also you can set that Googel Adsense display ads when your CPM rates are not meet.
 
When you get banned by Google Adsense there's always good alternatives, I've read in other forums Adsterra Network is a good CPM adnetwork. You could give it a try and stay with them if you like their eCPM rates.
 
I found TribalFusion which is today the Exponetial adnetwork requirements outrageous.
Must have 500k unique visitors per month to be accepted, really nigga'?
 
You have listed great programs, but they all need high traffic sites. I applied with Buysell ads and they rejected to me because of low Alexa rank.
@Hades Did you tried with DoubleClick Ad Exchange and what is your experience with them? I might give a try once my Alexa rank goes lower with Google ad exchange.

How about yllix ad network? I am currently using this ad network because of their low minimum payout of $1 dollars and this makes it reasonable and flexible.
 
Well here my humble opinion, I have known this company since I worked on the subject of online soccer (not very legal ... but Robin Hood was not so legal either xD) it is called Adbooth it has a good eCPM and it has remained standing for more or minus 10 years, if you meet the payments and have a wonderful support, they accept almost any site less than adults, my contribution to the CPM list
