Obviously $20 won't do for a offshore server. They cost at least $50 a month. If you just want your server to not be shut down, look into a proxy server with a cdn, those don't get shut down that easily

You can check this one I found it when I was searching online abelohost.com, I didn't try it. They say their servers are located in Netherlands and users can host gambling, movie websites with them.
