Banking association of italy announced that they are working on a digital currency for the european bank. They said that the citizens needs to have trust on digital currencies, proper regulatory compliance supervisions will be placed to ensure monetary stability to the said digital currency

Hmm, I have been wondering for some time now. What's the difference between digitized US Dollar/Euro from USD that we all hold in our Paypal for example. Isn't USD (or any other fiat currency) in Paypal and other payment processors can also be considered "digitized" national currencies?
