The rules on this forum are going completely unenforced. Even extreme violations are completely ignored.
New posts stay restricted to the "New" designation, no matter how many payment proofs are posted.
It seems that these forums have just been left to autopilot and they are deteriorating rapidly because of it.
If more active moderators are required, then please empower some of your most trusted (and willing) users to perform the task because this place really needs it.

You missed placing this thread, supposed to be here in the support section as a suggestion, not in general chat.

You can tag the user and explain to him we have a rule and he is not allowed to place a referral link without payment proof.

That's a good first step on your way to becoming a moderator on our forum, this rule applies for other members as well, even we pay you for reporting you still a possible moderator target for us when we decide to add another moderator.

Tagging people and alerting them to the rules just results in people going off on psychotic tirades like this one.

Problematic members should be reported. Whenever something starting to go out of hand, report them.

Sorry to hear that from your epxerience,my case has rather been fairly received and corrections were made and at times i was paid for reporting.Just do take note that the main aim is to ensure that we do not leave anyone behind and fish out those who are deemed to be untrainable.

Yes, we can't publicly tag or make them understand by tagging them, as a result they don't understand and there ego hurts and they started abusing by replying stupid things, but I don't tag but reported many secretly and awarded BMF points.

But, it is not about reporting it is about make them aware of the forum rules so, let's give a try to this tagging method, and if they reply harshly and don't follow the rules then we will report them.
