I have been contacted through email and WhatsApp several times by people claiming to be seo experts. People write to me showing interest in doing seo services of course paid for my sites. I really wonder if they offer real work helpful to a site or they are simply scams?

I agree with you. Simply think about service that offer seo to get first rank on google. If yes, they don't need to work on fiverr or other freelancer site and only to do several ecommerce and affiliate site for them self. Other info, I find google help topics about seo that warn third party service can improve or bad your site rank. So, learning seo ourself is best pratice. Even we can't reach expert, able to know how seo work.

I try to avoid getting backlinks from the paid seo services which have some cost which is low and poor english. I try to get the guest blogging or the posting. And usually that helps out with the content. Most of the time content marketing companies who write content on other site tend to work out in case of the backlinks. And then investing into them is pretty much worth it.

yeah, before I mature about seo, I submit url with backlink generator site that says 50,000 backlinks can generate. But, after some research I knew that backlinks and forum signature not useful for rank. Some link via site as reddit, quora etc.. that will more natural.

but as an individual (especially someone just hoping to make a passive income online) i will like you to yourself these questions:

1. What are these companies going to offer me?
2. Is this something i can do myself?

Honestly, unless you are on busy person or you are on a deadline, i will advise you to do SEO yourself cause it will benefit you and your website on a long run. I understand it will take time and you will make some mistakes but that's part of the learning process.
The budget you will spend on SEO companies can be better spent on good SEO course which will not only benefit you on that website only but also future projects to come.

if they claim and you're ready to go for it , then the first thing you have to ask for is a proof from them , anyone can claim he's a expert , and be careful the next time

In practical, one seller can never expert in SEO or marketing similar ways one can not say if a web page done seo perfectly it will increase value as if there are huge competition. Buying seo service from 3rd party should be clear what you are buying? Link create on different blogs or web pages or what they will do for you? Link create has long time value if you keep your business long time.

I used many fiverr services for seo and learned a lesson. Cheap $5 gigs will never work. But with one $100 service i got nice results. My website moved from 20 spot to 5. So you must invest money in order to make money.
