Yes, YouTube is acting weird. When I not yet sign in into YouTube, I cannot even see my own comment. When I signed in into YouTube, I can see my own comment. That is strange!

You said the video is not yours. I think I had finally figured it out. In order for our comments to be appeared publicly, the uploader of the video need to approve all of our comments. You try to ask the uploader to approve all our comments and then see if you can see all of our comments or not.

While I tried logging in and logging out, I can't see all your comments,
I see the owner set the comments as moderated. When i use vpn still the same, the comments are set in moderation.
Well it's up to them if they want to , as long as for me Ive done my random acts of kindness to them anonymously.
