The last step in signup is putting in a payment method. Don't do it.

From here, click on the gear icon at the top of the page and select Accounts & Billing.
From there, you will see a new page with tabs for Account, Users, Payment Methods, Billing, and more. Click on the Payment Methods tab.
There will be several sub-tabs. Click on the View Promotional Offers tab. On that tab, you should see your $100 Bing Ads coupon promotional offer. If you don't, go back and make sure you clicked the right link from the email.
If that doesn't work, you may be required to add a payment method.
Go to Payment Methods and add a payment method -- preferably prepay so you can put in a small amount from Paypal and you don't have to use your credit card.
