Yes you can buy but still some sites make money for their transactions and tgat is a very large amount such as 0.0004 btc only 10$ worth of fees on okex app trade, coinbase, etc. Try some less fess trdings
These sites are applications demand large amount of money as you are discussing but if you will contact to some exchanger who is doing manually they will charge less fee even about one or two dollars per transaction.
 
There so many exchange you can do that, some of them accept money with PayPal and also with banks, just Google it out you will see a lot of them.
 
I read that PayPal will support cryptocurrency by January this year , however I don't think it has been effected ,and so one need to be careful to avoid getting his account limited

I don't know of a site where PayPal is accepted as payment for buying bitcoin. The platform I know I a peer to peer platform called paxful where members sell to and buy from each, while paxful acts as the middleman.
