I think PPC is the only way you can get that sort of the traffic these days. otherwise it's kind of hard to pinpopint that level of traffic. and that too geting it on consistent basis. that surely does take time.

US citizens don't care if the website is US-based or not, that would be biased. instead, they care about the quality just like any other visitor. who would like to read bad English and struggle to understand the meaning of your sentences? I wouldn't, and I'm not a native English speaker.

You can either assign tasks that only US and Canada people will perform. Or you can run PPC ads that may not be so accurate as tasks. Buying traffic is always risky so I suggest assign task is the best. From ad dashboard if you see you are benefitted you can approve his task.

That's a major concern when using a known advertiser,it charges us a very high rate per transition to our site form USA/CANADA as they are tier 1 countries.
