If you want to create a website from scratch which means you'll do all the coding stuff, you need to register a domain and hosting where you can upload all the files. You can register at 000webhost.com to get a free domain and hosting service. Start with learning HTML and CSS. Then scripting like javascript and PHP and a database. MySQL is an opensource database and is widely used by different websites. Hosting companies included MySQL with their services.

I am very near to start the website, yet there are problem. Blogger can easily be accepted by Google Adsense, and we need hosting and domains. Just giving a final review, so there thing comes up fine.

You can start creating your own website for less than $20 dollars. It is better to have your own domain and hosting rather than using free platforms. Youtube is the website to go if you want free tutorials on web development.

Tutorial in youtube are posted by people like us, here we do not want an advice of youtube tutorial. Blogger will atleast help in getting Adsense, so best thing is to use Google platform (for less hurdles) , it will also get better result in Google search.

I'd say that you can even start with less than 10$ if you're on a really low budget a GoDaddy 1$ domain + a cheap hosting and you're good to go

it increases but I think you can find a host such that your total costs won't get over 10$ overall. which is still a bargain considering your opportunities to earn with some traffic and/or maybe affiliate marketing

Yup, you need both domain and hosting to create your website. There are hosting providers that offers minimal amount for hosting so you can start your website without spending much. Like Namecheap, you can get a hosting for as low as $10. And maybe there are other hosting companies that offer lesser price.
